Those who do not labor or spend money on land cannot use the water

(1) When constructing a new well or maintaining an old well, all persons who use the water of such a well shall pay the necessary labor or expenses in proportion to their respective lands.
(2) According to sub-section (1), a person who does not incur labor or expenses while constructing a new well or maintaining an old well shall not be allowed to use the water of such well.
